It is typical to charge $1-$2 for mobile apps to cover costs AND more importantly keep usage down to at least semi-serious users. Is that a violation of the license terms and conditions for api usage?

Nope, that's ok. You're not allowed to use our API to charge additional registration fees, for example. But something like this is perfectly fine.
